The Parochial Church Council E-mail

The Parochial Church Council (PCC) is the body of people in St Michael's responsible for the management of the church with the Vicar and Churchwardens.

The PCC is elected by those who are on the electoral roll of the church at the Annual Parochial Church Meeting in April. The PCC meets bi-monthly on the second Monday of the month.

Much of the work of the PCC is delegated to sub committees who deal with Human Resources, Youth and Children, World Mission and Fabric (church building care and maintenance). There is also a Standing and Finance Committee which is made up of the chairs of the sub-committees and other PCC officers.

This committee meets on the first Monday of each month and has the authority of the PCC to carry out all its functions between PCC meetings.

Churchwardens
The Churchwardens (St Michael's unusually has 4), are the Bishop's Officers in St Michael's and are the senior Lay (non Clergy) people.  They are responsible with the Vicar for the smooth running of the church, for order in our services and for the land and property owned by the church.  They are all members of the PCC and are elected annually at the Annual Parochial Church Meeting in April.  Churchwardens are allowed to serve for a maximum of 6 terms consecutively before they must retire for at least a year before being re-elected.

PCC Digests
After each meeting the PCC Secretary produces a digest of the issues discussed at the meeting:

1 October 2007

The PCC had an extra-ordinary meeting on Monday 1 October to discuss the Parish Share. This it the money which St Michael's is asked to pay to the Diocese of York via the York Deanery towards the costs of our clergy and towards the central running of the Church of England in this area. The amount requested from St Michael's has risen sharply over the last few years. For 2007 the PCC had increased the amount given but was still being asked to pay a further £20,000 by the end of the year and the PCC felt the need to make a decision on how much extra ould be given in 2007 and in subsequent years. Two decisions were made by the PCC:

1) The PCC would give £20,000 extra to the Diocese in 2007 (which would form part of the gift day offering) but this would not be given as part of the Parish Share but would be an extra donation to the Diocese on top of the share which was already being paid.

2) For 2008, 2009 and 2010, the PCC agreed to capping the Parish Share increase to the Current RPI + 3%.

It was also agreed that the Standing and Finance Committee would write a paper for the Diocese explaining that St Michael's feels fully part of the Diocese and wishes to support the wider ministry of the Church and wants to engage fully in discussions with the Diocese as to the way forward in the calculation of the Parish Share beyond 2010.


10 September 2007

Gift Day
There was a discussion about the 2007 Gift Day (4 November).  It was agreed to set a target of £86,500 which would include a 'start-up' fund for the renovation of the west end of the church, a video link to the Narthex, Vestry and Parish Centre, a new hearing loop for the church, redecoration, carpets and a new boiler for  St Cuthbert's, Parish Assistant accommodation, fulfilment of the Parish Share (to be finally decoded after the PCC weekend away).  Money will also be given away to YOYO, Alpha North, Family Matters, New Wine North, York School of Theology, The Mary and Martha Project (Manley's), a new training project being organised by the Downings, a fund to bring Mongolia Pastors to the UK for training and Feed the Hungry flood relief.  Full publicity will be available shortly.

St Michael's Roof
The leadwork on the roof of te church was being repaired and the roped-off area should be available again by the end of the week.

Vestry
Informal word was that permission had been granted by the Diocese for the work on the vestry to start.  Mark Rance would be meeting with the architect and contractor soon and work should start by the middle of October.

Visions
Sue Wallace reported on a new service - TRANSCENDANCE which would be a joint service with York Minster.  Trial services are being held on 7 October and 4 November at 8.00pm in the Crypt of the Minster.

Students
Alyson Lamb gave a report about students.  A special welcome for students will be held after the evening service on 14 October.

Cell and Pastoral
Cells had remained steady over the summer.  2 had come to an end putting the cell numbers at 58 and there was a lot of interest from new people in joining cells.  The pastoral visiting team had been increased.

PCC Weekend
The PCC weekend will be held at Ampleforth Abbey 21 to 23 September.  27 Members of the PCC were attending and the theme for the weekend was Unity, Identity and Diversity.

Frequently Asked Questions about the PCC

Why would I want to contact the PCC?
You might want to give your opinion on some area of the work of the church. You might want to make a suggestion of an area in which the church should be working. Perhaps you have a complaint to make about something in the church. You might be considering short-term mission work for the church. You might have an interest in a particular area of the work of one of the sub-commitees. Or perhaps you would like to consider becoming a member of the PCC.

Can anyone be on the PCC of the church?
There are some restrictions on age and you have to be on the electoral roll of the church, but basically anyone who is committed to St Michael’s can stand for election to the PCC.

Does the PCC change each year?
A third of the PCC members have to retire each year. Of these, some may choose to stand for re-election. So there are always some new members of the PCC each year, but some people may be re-elected several times and therefore be on the PCC for many years.

Are all the staff on the PCC?
No. Staff members on the PCC are the clergy, the Head of Operations, the Finance Manager, the Director of Music & Worship and the two Youth and Children’s co-ordinators (basically the senior staff team of the church). The staff are not elected members of the PCC and do not vote (apart from the Clergy).
